Connor, 490 U.S. 386 (1989). Graham states, in part, "The reasonableness of a particular use of force must be judged from the perspective of a reasonable officer on the scene, rather than with the 20/20 vision of hindsight. Allowing for the fact that police officers are often forced to make split-second judgments in circumstances that are tense, uncertain and rapidly evolving. The force must be reasonable under the circumstances known to or reasonably believed by the officer at the time the force was used”.

New Jersey has a law to regulate the licensing of security guards. This is known as sora or security officer, registration act. The purpose of this act is to ensure that all security guards operating in New Jersey are properly trained, and that they meet certain standards set by the law. The security officer certification is good for a period of two years at which time a renewal application must be submitted prior to the expiration of the certification.
